In a Victorian housing development in Southwark, 2 up 2 down tenements built by the railway for it's workers.

There's another one of these signs on the wall of a church in Doyce Street, just off Southwark Bridge Road.
I used to walk or cycle past it daily on my way into work at a studio in Rushworth Street, Borough.
"Nuisance" was a Victorian euphemism for defecation in a public place.

My dad has an old sign which I always loved: "These conveniences are for patrons only. Cabmen, fishporters and idlers are not permitted to use them."
Quite right too.
